2 things, a desperate tier for legacy/nonlegacy makes more sense. And I'm pretty sure I'm due for a promotion. I think/hope kat has been keeping track lol.
I don't think there would be any denials as long as they've met the bracket for the donation. I think the only promotions that would have a chance to be denied would be Squire –> Knight :x
